உள்ளாட்சி தேர்தல் நடைபெறும் மாவட்டங்களை தவிர மற்ற மாவட்ட கிராமங்களில் கூட்டங்கள் நடத்தலாம்.
Kindly refer to your letter 1 cited. The Government directs that the Grama Sabha on October 2nd of 2021 (Gandhi Jayanthi) to conducted by strictly following the COVID-19 safety norms in all districts, except

a) 9 districts which are facing Local Body Elections and

b) Wherever Model Code of Conduct is in force in other 28 Districts.

2. The Grama Sabha shall be convened in the Village Panchayats of all Districts in the State by following the Covid protocols mentioned below:

The District Collectors may be instructed to convene a Grama Sabha with extensive IEC on Covid protocols in the Village Panchayats.

The Grama Sabha should be conducted in open places, wherever possible.

Depending upon the population of the Village Panchayat and the stipulated Quorum, the open space should be identified.

iv. Before the conduct of Grama Sabha, the space should be thoroughly cleaned and disinfection should be done.

V. The open space should be covered with shamiyana tent with adequate safety measures.

vi. Before the start of Grama Sabha, the participants should be thoroughly checked in terms of temperature using Infrared thermometer. If a person has higher temperature, he / she should not be allowed to attend the Grama Sabha meeting. The children aged below 14 years may not be permitted to attend the Grama sabha to avoid any spread.

vii. Social distancing should be maintained in the meeting place and the minimum distance of 6 feet between the individuals should be maintained in that meeting place.

viii. Those who have signs and symptoms similar to Covid-19 infections (like cough, fever, running nose, etc) should not be allowed to participate in the Grama Sabha.

ix. Those who are isolated due to the Covid-19 infections should not be allowed to participate in the Grama Sabha.

X. The participants should be advised to use face mask during the entire meeting period. xi. The meeting should be convened at 10 AM on 02.10.2021.

xii. Timing of the Grama Sabha may be restricted from 10 AM to 1 PM and within the span of time the agendas should be taken up and discussed.

xiii. If the Village Panchayat or certain portion of the Village Panchayat is declared as containment zone, the Grama Sabha may be conducted at later date. This provision should be exercised only after the written permission of the Inspector of Panchayats.


xiv. Further, the District Collectors should ensure the adherence of standard operating protocols issued by the Government from time to time.
