Dear Collector,


Sub: Health and Family Welfare Department Public Health and Preventive Medicine - Immunization COVID -19 Vaccination Continuing the Mega Vaccination Camp on COVID Vaccination in a day "once a week based on the successful conduct of the mammoth campaign on 12.9.2021 and organizing the next campaign on 19th September, 2021 to cover all the left out unvaccinated eligible population above 18 years in the State -Instructions - issued - Reg.


I wish to congratulate the Collectors and other officials for the successful conduct of the mammoth Covid-19 mega vaccination drive during which a record 29 lakh willing and eligible persons above 18 years of age were vaccinated in a single day in an organized manner. The State has so far been able to administer vaccinations to 53 per cent of the population eligible for the first dose while for the second dose the figure stands at 15 percent.


Considering the fact, there is still a large section of eligible and willing population to be administered vaccinations, in addition to the daily vaccinations, it has been decided to replicate the successful Megal vaccination drive preferably every Sunday till we are able to cover all the persons eligible for the first and second doses of vaccinations.


In addition to the instructions issued prior to the conduct of the earlier Mega Vaccination camp, the following instructions are issued for follow up at the district level for the successful organisation and conduct of the Mega Camp on 19.9.2021.


i. The already existing template and micro plan developed by you in the district for the successful conduct of the camps on 12.9.2021 will be the model for the upcoming mega camp.


ii. It will aim to cover all the left out unvaccinated eligible population above 18 years in the State in the already identified fixed booth in coordination with all the departments in the district.


2 As done in the earlier Mega Vaccination drive, the district administration should mobilize resources and manpower of various non-Government organizations, Residential Welfare Associations and private medical institutions. / colleges. departments apart service Organisations, from


iv. The Health Unit District-wise left out unvaccinated eligible population above 18 years in the State for both 1st and 2nd doses will be provided by the Deputy Director of Health Services.


V. The district administration would have already noted areas which witnessed high turnout and there is still demand for vaccinations. Adequate arrangements and booths should be set up to ensure that the eligible persons are facilitated to get vaccinated and fully covered.


vi. Where the turnout was less than expected, publicity using Public address system, house to house visits and other IEC activities undertaken to mobilize willing persons.


vii. All beneficiaries residing in High-Risk Areas (HRAS) such as hilly area and hard to reach areas, areas bordering Kerala State and other inter-state borders should be given special focus.


viii. Traders and work place interventions should be encouraged and actively undertaken to enable the eligible persons to avail of the Mega vaccination camps. Migrant workers and Differently abled persons should be taken special care off.


ix. In all such exercises no person should be forced to vaccinate and instead a voluntary approach following the scientific basis should be strictly followed.


X. Ensure that in a hurry no person is mechanically vaccinated such as vaccinating someone twice by oversight, not verifying the gap between two doses of vaccination without ensuring the prescribed time interval, or administering a different vaccine during second dose, etc., by ensuring that the vaccinating teams follow due protocols and procedures.


XI. It may be ensured that the team members deployed get food, refreshments and water in time.


xii. Involve public representatives, local representatives wherever willing along with local communities apart from opinion leaders.


xiii. During the conduct of the previous Mega Camp on 12.9.2021,


many district Collectors have reported that they had identified unvaccinated persons. Efforts may be taken to cover all such habitations and areas. More emphasis can be given to villages where there was a high demand and vaccines got exhausted fast.


As done prior to the conduct of the las Mega Camp, the District Collectors should convene District Task Force Meeting on COVID 19 Vaccination with assistance from Deputy Director of Health Services and should involve manpower and resources of all the departments in the district and ensure the Mega Vaccination Camp on COVID Vaccination in a day" on 19th September, isa great success and you are able to vaccinate more than the numbers achieved last time thereby increasing the vaccinated population.


In this regard, a Video Conference is planned with all the District Collectors and concerned officials at 6.00 P.M. on 17th September, 2021 to discuss on the plan and other issues related to the Mega Vaccination Camp.


Necessary instructions on the Action Plan, Targets, Vaccine logistics and other relevant instructions will be sent by the Director of Public Health and Preventive Medicine including mobilization of adequate doses of vaccines.


In this regard, I request you to bestow your personal attention and involve all departments in the district and ensure complete arrangement for "Mega Vaccination Camp on COVID Vaccination" on 19th September, 2021 to vaccinate the left out unvaccinated eligible population above 18 years in the State with both first and due second dose.
